Selective licensing in Burnley

Burnley Council is considering the introduction of a selective licensing scheme in the four wards of Trinity, Daneshouse with Stoneyholme, Bankhall and Rosehill with Burnley Wood.
After comparing official statistics on issues like anti-social behaviour, house prices and privately-rented homes, Burnley Council has identified these wards as places where selective licensing to address these issues would be best suited.
The Council produced two questionnaires - one for people living in these four wards (and blocks of houses just outside the ward boundaries) and one for other people including landlords and agents, people working in the area and residents of Burnley living outside these wards.
Local newspaper reports indicate that the Council's Executive has agreed that parts of the Trinity area will be put submitted to central government to apply for selective licensing. Burnley will need to demonstrate to the government that the areas concerned suffer from low housing demand and persistent anti-social problems.
If approved by the government, the selective licensing scheme is expected to affect an estimated 140 landlords who manage around 415 privately-rented properties in the area, who will be obliged to apply for licences, prove they are fit and proper landlords with satisfactory property management skills.
